This pioneering panel and book is intended as a case study of the present condition and the future of juvenile and criminal justice in Cook County, Illinois, containing five million people and 129 municipalities, of which Chicago is the largest. The book will serve as a unique benchmark for cities worldwide facing similar or related challenges to insure justice. The revised papers will be published as a book in 2003. Consideration is being given to continue the work of the panel after the ASC Meeting and to present the panel as a workshop to the 11th United Nations World Crime Congress in Thailand, 2005.

Note:

To insure that all participants work from a common foundation, each will be provided a Cook County Juvenile and Criminal Justice Data Summary, prepared for this program by the Illinois Criminal Justice Information Authority, and a copy of the Bureau of Justice Statistics Sequence of Events in the Criminal Justice System.

Each presentation (individual article titles to be decided by the author) would evaluate the current state of justice and offer recommendations and thoughts on how greater justice can be achieved. The focus would be as proposals related to Cook County, Illinois, with an understanding of how state and federal fiscal and policy issues impact local juvenile and criminal justice concerns. After brief presentations by each author, the panel/workshop will be conducted in an interactive Socratic manner. The Cook County States Attorney and the Cook County Public Defender will be asked to make closing comments.
